Solution:

This issue has apparently been resolved with Microsoft KB 961775, which is included with Service Pack 2

Details:

Windows 2008 has a bug that can sometimes cause it to lock up in various ways. Usually, the symptom includes that logging on hangs, and/or that the server can no longer make outgoing TCP connections. This problem is brought on by a resource exhaustion when making too many outbound connections. Since TNTMonitoring attempts to establish an HTTP connection every five minutes, and TNTMonitoring’s checks may also make their own outbound connections, they can trigger this condition even though TNTMonitoring itself is not the culprit.

Microsoft has resolved this issue with a hotfix. This hotfix is included in Service Pack 2.

Note:

The first version of TNT Monitoring that works on Windows 2008 at all is 2.0.0.4. Earlier versions will not work at all.
